Defining the preconditions for reaching the target of becoming a circular customer for the City of Gothenburg
”Xvii helped us define, describe and visualize one of our circular goals – to become a circular customer by 2030 – and created a clear structure with the key activities we need to undertake to start moving towards the goal. Now we have a solid framework to guide us towards achieving our goals!”

The big why
Municipalities consume big volumes of products and services in their everyday operations and are therefore key players in society’s transition towards a circular economy. What does it mean for a municipality to transition from linear to circular consumption, and maximize the longevity and utility rate of products and services used in the organization?
The Challenge Today
The City of Gothenburg has adopted several ambitious environmental targets and identified circular economy as one of the strategies to reach them. One part of the city´s circular strategy is to become a circular customer by 2030. Currently, there are many ongoing projects and initiatives working towards increased product longevity and utility rate in the city, but to work more effectively towards the goal, the city saw a need to define the target by identifying, visualizing, and describing the preconditions for a municipality to become a circular customer.
The Solution
Xvii lead a team of consultants from Calluna and Ecosoci to help the City of Gothenburg define one of their circular strategies – to become a circular customer – by describing the preconditions of the goal, identifying the current state on a general level, and creating recommendations on key activities for the transition towards the goal.
Led by Xvii the team conducted interviews with key actors and experts in the City of Gothenburg, as well as some external experts. The team defined the goal by describing the difference between a linear and circular customer for four key product groups – work wear, cars, computers, and furniture.
The team, led by Xvii, identified what kind of systems, services, and organization the municipality needs to have to be able to maximize products utility rate and longevity along the whole use phase, and the current state of the systems for the chosen product groups. Finally, the team created recommendations on key activities in the transition towards the goal and presented the result to the steering group for the circular strategy.
